France Unveils Extensive Russian Espionage, Sabotage and Disinformation Operations 

French intelligence services have disclosed a comprehensive report detailing 13 significant Russian operations targeting France, encompassing cyberattacks, espionage, and disinformation campaigns.  The 16-page document, obtained by L’Express, underscores the breadth and depth of Russia’s covert activities within French borders.

Cyberattacks and Espionage Activities

 

The report highlights multiple cyber intrusions attributed to Russia’s military intelligence agency, the GRU.  Notably, the hacking group APT28, also known as Fancy Bear, has been implicated in attacks on French government ministries, defense contractors, and media outlets.  These cyber offensives aimed to gather intelligence and sow discord within French society.

Among the documented incidents is the 2015 cyberattack on the French television network TV5Monde, which disrupted broadcasts and compromised internal systems.  Initially claimed by a group purporting to be affiliated with the Islamic State, subsequent investigations linked the attack to APT28, revealing a strategic attempt to mask the true origin and intent of the operation.

Furthermore, the 2017 presidential campaign of Emmanuel Macron was targeted by cyberattacks that resulted in the leak of thousands of internal emails and documents.  These actions were part of a broader effort to influence electoral outcomes and undermine democratic processes in France.

Disinformation Campaigns and Influence Operations

 

The report also details extensive disinformation efforts orchestrated by Russian entities, notably the campaign known as “Doppelganger.”  This operation involved the creation of fake websites mimicking reputable French news outlets, disseminating pro-Russian narratives and false information to manipulate public opinion.

Physical Sabotage and Intelligence Gathering

 

Beyond cyber and informational warfare, the report outlines instances of physical sabotage and intelligence gathering.  French authorities have identified activities such as unauthorized drone flights over military installations, theft of sensitive equipment, and infiltration attempts at key research institutions.  These operations suggest a concerted effort to acquire classified information and disrupt critical infrastructure.

In a particularly concerning incident, fake news articles were published on counterfeit versions of prominent French newspapers, including Le Monde and Le Figaro, falsely attributing statements to French officials that aligned with Russian propaganda.  These actions aimed to erode trust in legitimate media sources and create confusion among the French populace.

This is not the first time Russia has targeted France with its disinformation operations. It has also been interfering with the Polish elections.
